Cynthia "Cindy" Kay Ogburn, 67, was born on April 27, 1948 in Rawlins, Wyoming, the daughter of Douglas and Marion (Setright) Ogburn. She passed away in Cheyenne, Wyoming on December 13,2015 following an illness. Cindy grew up in Rawlins where she graduated from Rawlins High School in 1966. She attended the University of Denver, studied abroad in Norway, returning home to graduate from the University of Wyoming with her Bachelor's Degree. Thereafter she continued her education at the Thunderbird School of International Management in Phoenix, Arizona, where she was awarded a Masters Degree. In her early years, she was the Society Editor for the Rawlins Daily Times. Working later for various corporations, she located in San Francisco, Houston, and Washington, D. C. during her professional career, specializing in the international business field. She once again came home to Wyoming and was appointed the Director of International Trade with the Wyoming Governor's Office, which led to a simultaneous directorship for International Trade for the Western Governors' Conference. All these pursuits enabled her to travel the world, so she was additionally afforded an opportunity to experience an abundance of adventures. She subsequently returned to Rawlins where she served on the Board for the Carbon County Museum and was a lifelong member of St. Joseph's Catholic Church. Cindy always maintained an ardent interest in the world and in politics and enjoyed engaging in lively conversation with friends and family. She was an avid and accomplished skier, surrendering active participation only when injured knees dictated it. She will be much remembered for her irreverent sense of humor and wit. That recollection will bring many a smile to all who knew her. She took great delight in cooking, as did those who were fortunate enough to share in her culinary creations. Particularly notable was Cindy's selfless caring for others. Stories are certain to abound recounting her helping hand, hot meals provided, and abundant love for all. Her faith sustained her and was a significant part of her life. Cindy has been a blessing to many with her loving heart, generosity, and charm. Family and friends alike are sure to affirm how their lives have been enriched because Cindy was in them. Cindy will be missed for her wonderful, lively spirit. She will be missed by all she left behind. She is survived by loving cousins Randall (and wife Karen) Kowalke of Willow, Alaska; Liza Bell (and husband Patrick Waugh) of Scottsdale, Arizona; Linda (and husband Steve) Loy of Scottsdale, Arizona; Susan (and husband Jess) Oyler of Cheyenne, Wyoming; and Carl Ogburn of Phoenix, Arizona.
